userdb_array

Provides the most simple/stupid internal user database - an array of
usernames and passwords and permission/ring levels. This is useful if
you only have a small group of active users, because it simplifies
user management to editing this plugin file (adding users and changing
passwords or permissions inside its PHP data array).

You cannot modify the ProtectedMode file, but anyhow any ideas or suggestion should as usually get filed on BugReports, UserSuggestions or even better the ProtectedMode.Discussion.
