linking/linkexcerpts

Adds a short preview text (with <a title="...">) to every link of
a page. This however requires multiple additonal database accesses
(slower) and could enlarge delivered .html page sizes dramatically.

You cannot modify the README.plugins file, but anyhow any ideas or suggestion should as usually get filed on BugReports, UserSuggestions or even better the README.plugins.Discussion.
