Allows to add separate comment pages, which will then always be
displayed below the current one, but remain editable as standalone
pages. (So the page they are appended to could be marked as
_READONLY).

You cannot modify the README.plugins file, but anyhow any ideas or suggestion should as usually get filed on BugReports, UserSuggestions or even better the README.plugins.Discussion.
