page filters

A few plugin hooks exist to completely rework generate page output. These
are often used to insert content into the otherwise readily rendered .html
pages (some of the above aview plugins do so, too).

You cannot modify the README.plugins file, but anyhow any ideas or suggestion should as usually get filed on BugReports, UserSuggestions or even better the README.plugins.Discussion.
